Why providers offshore the back office and keep the care local

NDIS price limits decide what a provider can charge, and they do not move when your administration costs do. Every hour a coordinator spends rebuilding a roster or resubmitting a rejected payment request is an hour funded from margin. Responds to enquiries and referrals, prepares service agreements from your templates, collects plan details and consent, assembles onboarding documents, books initial appointments, manages the waitlist and follows up participants, families and support coordinators by phone and email in your hours.

Raises invoices against the right support items and price limits, submits bulk payment requests through the NDIS provider portal and PACE, invoices plan managers and self-managed participants, chases rejected claims and remittances, tracks service bookings and budgets, runs Medicare and DVA claims through your practice software and reconciles it all in Xero or MYOB. Privacy and compliance

Your privacy obligations, and how an offshore team member fits inside them

Participant and patient information is health information, which the Privacy Act 1988 treats as sensitive. Offshore staff do not reduce your obligations; the arrangement has to sit inside them. This is general information, not legal advice, and the privacy section of our guide to the legality of offshoring in Australia goes into more depth.

You remain the responsible entity

The Australian Privacy Principles apply to NDIS providers and to every health service provider regardless of turnover, and state health records laws such as the NSW Health Records and Information Privacy Act and the Victorian Health Records Act apply as well. Under APP 8, before personal information is accessible to someone overseas you must take reasonable steps to ensure it is handled in line with the APPs, and you generally stay accountable for what they do with it. The OAIC's guidelines draw a distinction between disclosing information to an outside party and a contractor using it inside your systems under your control, but the responsibility is yours either way, so have your privacy adviser confirm how the arrangement is characterised for your organisation.

How the Offshored model is built for it

Your data never leaves your Australian-hosted systems. Your team member logs in with credentials you issue, through a VPN or your own platforms, and you can limit or remove that access at any time. Company-supplied devices have USB ports and personal cloud drives blocked. Every team member passes a pre-screening interview and an NBI clearance (the Philippine police check), and the Australian Pathways OPC employment contract carries a confidentiality clause and assigns the work product to you. All logins are removed on the person's last day.

NDIS Practice Standards and the Code of Conduct

Registered providers must show at audit that participant information is managed securely and that participants know how it is used. Write the offshore arrangement into your privacy policy, your information management procedure and your collection notice or service agreement, and keep the record. The NDIS Code of Conduct applies to every worker of a provider, including administrative staff, so your offshore team member completes your Code of Conduct induction like anyone else on your team.

Worker screening

Whether an administrative role is a risk assessed role under the NDIS worker screening rules is your determination and depends on contact with participants and access to their information. Most back office roles with no participant contact are not, but document the assessment and the access controls you rely on. Least access, and a plan for the worst day

Grant only the access the role needs: PRODA delegations and portal roles under your control, rostering and practice software permissions scoped to the tasks, multi-factor authentication on every account. Three questions

What NDIS and allied health providers ask before hiring offshore

Can an offshore administrator submit claims in the NDIS provider portal?

Yes, through a PRODA delegation that you create and can revoke, with the portal role you choose. Many providers have the offshore administrator prepare the bulk payment request and an Australian manager approve it before submission, at least for the first few months. Your team member never holds banking authority, and remittances are reconciled in your accounting system where you can see every line.

Do I have to tell participants that my administration is done offshore?

Under APP 5 your collection notice should say whether personal information is likely to be accessible overseas, and the NDIS Practice Standards expect participants to understand how their information is handled. Most providers add a sentence to their privacy policy and service agreement that administrative support is provided from the Philippines under the provider's control. Ask your privacy adviser to confirm the wording for your organisation.

Can an offshore rostering coordinator work with the SCHADS award?

They can build rosters to the rules you set from it. The award applies to your Australian workers, and a good coordinator flags broken shift allowances, minimum engagements, sleepovers and overtime before a roster is published so your Australian manager can approve a roster that is both compliant and within plan budgets. Payroll and award interpretation stay with your payroll system and your Australian team.
